07/67 Declarations of Interest – None

07/68 Minutes
The Minutes of the meeting held on 5th November 2007 were agreed.

07/69 Matters Arising
Shooting In Broomley Woods – Following the alleged incidents near Broomley Woods the police have advised that shooting may be done at any time of the day. The number of people shooting depends on the area of land. They must have the relevant licences and the permission of the landowner. Shooting must not be carried out within 50 feet of the centre of a public highway. If the public have concerns they should contact the police at the time of the alleged incident and they will attend.

Mount View Terrace surface – Holding letter received from Northumberland County Councillor re letter sent 7.11.2007. Mr Hooks had written again to the Highways Dept and received a fuller response. They advise that a highway inspector has arranged for the works to be carried out.

Birkdene and Ayton Close – Mrs Dale will ask Tynedale to take out an enforcement order regarding Ayton Close. Welton Close is owned by Tynedale Council. It is now open land consisting of a tarmac area and a piece of open land. Mrs Dale would like to visit the area with a member of the Parish Council to decide what can be done with the land. Mrs Martin will visit the area with Mrs Dale. Once Mrs Dale and Mrs Martin have visited the land, Mrs Dale will approach Tynedale Council with a view to enquiring what can be done with the land. Once it is established what can be done with the land, the Parish Council will approach the residents to see what they would like done.

07/70 Public Participation
Concerns have been raised regarding the volume and speed of traffic going through the village, and in particular the area of Merryshields Terrace/North View Terrace. The main concern is the speed of the traffic travelling through the village from Birches Nook. There was a serious accident last week this has prompted the residents to attend the meeting. Mrs Sayce advised the members of the public that the Parish Council has written to the major transport companies to request the reduction of their speed through the village and if possible to avoid the village around 9am and 2.45pm. The Parish Council has received two positive responses from Thompson’s of Prudhoe and NDMR. Mrs Sayce advised that the Council was aware of the problems and had told the relevant departments about the public’s concern regarding excessive speed. The Parish Council is currently looking at Vehicle Activated Traffic Signs. The residents would like to campaign and be more vocal regarding these issues. If the residents would like to elect a Chairman of a campaigning group then the Parish Council would support them.

Mrs Dale advised that Faber Maunsell is to conduct a Destination Survey. This survey could prove problematic for Stocksfield as they could send more traffic through the village. Bywell Bridge is being discussed as one of the alternatives to Ovingham Bridge. The survey will be conducted on all bridges.

It was agreed that the Parish Council would contact the police in support of the letter sent by Mr Verheyden, whose wall had been damaged and also mention to the Cricket Club the allegation that cars appear to be turning in the car park and leaving at speed.

Mrs Robinson from North View Terrace will write to the police, the school and also Fernhollow Nursery expressing concerns over the speed of traffic.

07/71 Recycling Presentation – Phillip Hindmarsh, Head of Waste and Transport Management, Tynedale Council -
How much do we recycle?
The twin bin recycling scheme was introduced to Tynedale in 2003.
2003 – 6% actual, current level 27%. The target for 2010 is 30-40%. Each household produces 1 tonne of waste per year.
What can be recycled?
There have been some changes from the original scheme. The main change is plastics. Yoghurt pots, cling film and tin foil can no longer be recycled. The reason for this is that the recycling facilities are inundated with these items and it is not viable to send the plastics elsewhere to be dealt with. Aerosols can now be recycled. Foil can be recycled in the can banks as this is a different process. Shredded paper cannot be put in the recycling bins.
Garden Waste Scheme
This is being rolled out in Stocksfield in 2008. The brown bins will be delivered March 2008 with collections starting in April 2008. 8000 homes in the main village area will be affected. The introductory leaflet will be delivered next week with the scheme leaflet coming out February 2008. The bins are emptied fortnightly from March – October and monthly from November – February.
All garden waste can be placed in the bins, including branches up to 5cm in diameter. Unfortunately, windfall items cannot be placed in these bins. Residents can opt out of this scheme if they wish. Tynedale Council do still offer the Home Composting bins - £10 for a small bin, £20 for a larger bin, delivered. www.recyclenow.com/compost
Plans for the Future
Development of bottle bank sites in rural areas.
New waste sorting facility in 2009 which will accept large pieces of cardboard.
92% of Tynedale’s waste will be diverted from landfill by 2009.
Incineration and energy recovery 2009.

07/72 Correspondence
The Correspondence received had been listed on the agenda.

Proposed Site for a Bottle Bank – Tynedale have requested a 2nd site for a bottle bank. It was suggested getting in touch with Mr Conley from Dr Syntax, New Ridley to see if he could accommodate any of the suggested bottle banks.

Tynedale Visitor 2008 – Mrs Williams will send off the facts about the village to the Hexham Courant for inclusion in the publication.

Library Service – There have been problems with the Library Bus driving to Guessburn. On Saturday 1st December Mr Hooks stood outside SICA and waited for the Library Bus. She did manage to turn in with no problems; however had she been there earlier there were cars parked on the double yellow lines which would have prevented the bus turning into the road. As pot holes have been filled at the top of Mount View Terrace, the double yellow lines have been broken up. These need to be reinstated. Saturday morning is particularly problematic. The short term solution would be to change the Library bus day from Saturdays. Transport Group to look into the problems.

Age Concern – Letter received appealing for funds.

07/74 Finance
The Accounts for November had been circulated and were approved.

Precept – After discussion it was agreed to leave the level of funding for the youth service at £7500.00. The allocation will be decided at a later date.

Youth Service – Meeting held with Dr Shaw, Mrs Sayce and Mr Hooks – report attached.
After discussion it was decided that if a youth service cannot be provided then the funding will be redeployed elsewhere. The Parish Council need to know what they are getting for the allocated £7500.00. Regular reports are required so the Parish Council know how Outreach is working. Lucy Roberts, Senior Youth Worker started at the beginning of November. Mrs Dale had a meeting with the Chief Superintendant. The youth service has the backing of the police in the area. A lack of youth service is causing problems for the police. It was suggested Lucy Roberts should be invited to the February meeting.

07/75 Brief Reports from Advisory Groups & Council Representatives –

a) General Purposes

Risk Assessment Review – Report attached.

b) Policy Group – Local Government Re-organisation – As many Parish Councils are unhappy with the proposed Belonging Community boundaries Tynedale has offered to seek a consensus for its district on the boundaries issue. If we fail to agree on the set up locally, it will be imposed on us from the County. Views need to be advised to Tynedale by 31 December 2007. Full report attached from Mrs Sayce. It was agreed that the Council should re-iterate to Tynedale that Broomley & Stocksfield wished to be in a Belonging Community which included the surrounding parishes but not the town of Prudhoe.

c) Parish Plan – Nothing to report

d) Planning Report – Due to the absences of Tracey Warhurst-Walker and Lizzie Clark, Dave Porter and Peter Barrass will deal with the planning applications. Barbara Gravenor, Norman Hooks, Steve Gleadhill and Ian Hall will assist, when necessary.

e) Transport & Highways
Request for 30 mph in Broomley – passed to RT for comment – defer
Report received from Peter Barrass re VACS. Deferred until January meeting when all Councillors will have seen the report.

f) Footpaths, Gardens & the Environment –
Review of Handyman tender – report attached

g) Play Facilities
BEPA Phase II up-date - All equipment is now installed and the area finished.
Grand opening will take place in January.
BEPA New Access Ramp – Awards for All Grant declined.

h) Sensory Garden – A meeting of the Sensory Garden group which was scheduled to take place on 15th November was cancelled until more detailed information is available from the Project Manager regarding the paths etc.

i) Sports Facilities – Nothing to report

j) Communication - NE43 News will arrive from the printers tomorrow. Mrs Sayce/Mrs William will deal with it.

k) Council Representatives

l) Rights of Way – A meeting has been held by the Rights of Way Committee. A report will be given at the January meeting.

07/76 Other business

Dave Porter was thanked for his efforts in producing NE43 News. Mrs Sayce also thanked Mrs Senior for assisting the Parish Council in Mrs Williams’ absence.
